TARGET Sells blank cd's in a pc game package

I bought a copy of True Crime Streets of LA at Target this evening. When i got it home i opened it up and all of the cd's are blank. It is a 4 disk set. There is no printing on the cd's whatsoever.

So i go to exchange it, and of course they have no other copies. When i said i wanted a refund the answer was " We can't do that because video games are copyright protected".

Now i agree video games are copyright protected, but is there really a law that says they can't refund a purchase because of it? Maybe there is, but would it apply to a game that has nothing but blank cd's in it? I don't think so.

So now i have to call or stop in everyday until they get another copy in to exchange it.

Given the way that cd's are manufactured, is it even possible to end up with blank cd's that don't have the logo's or title on one side? Or do they have an internal theft problem that is now causing me to be out 33 dollars until they get another copy in?
