Fraudulent time logs and bogus materials charges

Contractor quoted time and materials. I hired them based on that. They were there from 9:30am - 2:30 pm (5 Hrs). They also charged a travel fee of $45. Once they were finished, everything changed. They now claim they charge a travel fee PLUS hourly wages for both men to go to and from the job. This was not disclosed to me when I hired them. Then they needed parts from Lowes - some small fittings and a copper pipe. Both of them disappear for an hour - apparently it takes 2 people to go to Lowes - on the clock - and shop for a bag of parts. They then come back with about $20 worth of fittings and charge me $150 in parts. I asked for receipts - they refused to give them. I have called the owner about this - he says the cost of the parts that I paid for is "none of my business".
