Repeated Job Applications With No Answer or Reason

I have applied for a job at Walmart several times, but to find out they have no interest in hiring me, the reason:

The reason is never told to me.

All I get is, they are still going through the applications and will look at mine.

This is all fine at the time, but time is money to me,
I wait several days and no word, I call and still no good responds.

I go into the Walmart store and ask for the manager who does the hiring,

The manager says to me - I will look at your application, but 3 weeks has went by, no word either after I call or go in, the management don't know anything, which I don't expect any more from them
