Store Manager Refused Tropical Plant Return Without Any Reason

I went to the store on 6/17 hoping to return a tropical plant. James Brown, the store manager, rejected the return, claiming tropical plants are not returnable. I asked where in the store that is stated, and he conceded no sign says so. He then pointed me to the part of the return policy saying Home Depot may limit or turn down any return, at any moment, for whatever reason.

I asked what his reason was when he applies that rule. He answered that the policy sentence itself was the reason, so in effect he declined my return on his own whim, with no reason at all. I think this is a deceptive business practice: the store sells items as if they can be returned and then does not honor its return policy.

I suspect racial discrimination as well. It is hard for me to accept that the store has never taken back a tropical plant, so I think the manager picked on me, perhaps because I am Asian.
