DSL promotion ripoff! Fraudulent billing

Promotional discount of $5.00 a month was offered for DSL and phone service package. From May until present (Dec) the discount has only been given when I call and complain. Each time they confirm qualifications and claim the credit will be automatic the next month, but none has been given without a hassle. Easy (dishonest) money for them if the invoice isn't checked each month.
