Buyer refunded without seller's knowledge on vintage head

My daughter is a seller on eBay. One of her customers thought he paid too much for a vintage head. Don't forget, nobody was forcing the guy to bid. He redoes vintage heads and resells them at shows in Texas and Florida. He decided to file a complaint with eBay.
Without her knowledge, PayPal refunded all of the money the guy paid for the item, and you guessed it: the guy has the item and all his money back. I believe this is unfair trade practices. As far as I am concerned, eBay and PayPal should be shut down. And yes, I used to sell on eBay also, but my daughter did not listen to me when I tried to tell her they are crooked.
