Dishonest Vendor - Table Arrangement

I ordered flowers for my parents to be delivered the week before Christmas. I selected 12/21 as the delivery date. They were never delivered as of 12/24 and the customer rep just kept telling me that they had a call into the florist and could give me no further info. Finally, I asked them to cancel the order and refund my money. It is a month later and my refund is still pending. I have called multiple times and they just keep telling me to take it up with my bank. This company is completely unreliable and dishonest. Do not use them.
