Misleading sales practices & no customer service

This company came up in a Google search I was conducting to see if anyone had experience dealing with abscesses on their pet cats (our kitten had developed one). Looking through the website, I was offered a list of veterinarians and vet techs, complete with photos and information on their credentials, to choose from to pose my question to. My understanding was I could select one of the offered experts and for an amount of money I determined, pose my question to them and eventually get an answer.
I put $18 into an account with JustAsk via Paypal, and asked my question. Within half an hour, I got a very perfunctory, inadequate and unprofessional response from someone who was definitely not on the list of experts shown to me before JustAsk got ahold of my money. I would not have purchased the service if I had known just anybody could answer my question.
I believe this company to be engaging in fraudulent bait and switch sales tactics, and I want nothing more to do with them. A request for a refund has received no response at all, and a claim immediately opened with Paypal has remained unanswered for three days, now. I highly doubt this company will ever respond.
Paypal should seriously reconsider allowing these people to use Paypal. Buyer beware.
