Paypal limited unfairly - Paypallimited access

I'm Diana Indio Pardo, from San Juan Puerto Rico, an ebay customer, i have two ebay accounts dindio31 and dynamicflash3209, and i have two paypal premier and business accounts registered with dindio@prw.net and dynamicflash32@gmail.com to link to each ebay account because i thought it was allowed on paypal. I am a powerseller and top rated seller and i have an excellent feedback for my services as ebay customers selling usb flash drives, software and mice. At the beginning all were fine on my sales and earnings on both paypal accounts, until on February 12th and 21th my both paypal accounts have been limited because of appearly high "security risk concerns"

I was requested by Paypal my SSN, Name Evidence, Driver Licences, invoice of the things i sold and bought via paypal, shipping and tracking evidence of the things i sold to my customers evidence of business license and supplier names (something i don't have on hand). I sent all the documents i had via email and fax, even though my both appeals have been denied. I called to paypal customer services to know the reason of my limitation of both accounts, i was told according to paypal policies and rules, i was not allowed to have two paypal premier/business account at the same account and the only solution was to downgrade one of my both accounts from business/premier to personal, inclusive i was requested to send a bank account statement. As a responsible person, i sent it via fax with the hope to solve my situation. Unfortunely my paypal accounts have been permanently limited because they decided via part ways and the money i made on earnings have been frozen for 180 days, but i received a call and an email than they will consider my situation and the half of my money will be restored on 90 days. On last month i received half of my money but i'm not happy because my paypal accounts have been limited, not only have affected my ebay business, the sales have declined and the worst of this i couldn't buy anything on ebay because of my paypal limitation.
I consider this decision of paypal of limit my both paypal accounts just because of the issue of having two paypal accounts at the same time, when i have been a responsible and serious seller and customer, and i provided great services to my ebay customers and a didn't have any complaint of it
