Told my account is negative $1800 and money is kept

They say that my account is in negative status, $1800, but they do not have any reason for that, and they are keeping my money, like $800, and will not give it back. PayPal and eBay are terrible. Do not use them ever again. They should be closed forever. It is very expensive also.
