I made a payment arrangement to pay past due bill, and they still cut it off before the date told

I chatted online live with a charter communications customer service rep. To make a payment for me, and they said ok, what date can you pay it, told them will june 13 be okay, they said yes, no problem, and they told everything will still be on until the 13 of june. But on june 5, they turned my cable off, so i called charter, and they told me i didnt make a payment, they said i made a "promise to pay" something i never heard of. And they said "you cant make a promise to pay because you have the telephone service. Thats why we're interrupting your service. If they couldnt do that why did they put a note on my account that it will be paid on june 13. The customer service person i talk to didnt tell me anything that i couldnt make a payment arrangement because i got the telephone service, what the telephone got to do with, its a bundle package one bill! I never knew anything about a promise to pay, something i never heard of but they said i made it, when i didnt. I made a payment arrangement, they say its 2 totally different things. Why are they customers not being informed of the changes that you cant make arrangements just because you got the telephone service...

Charter please inform your customers on these sudden changes!!!
