Ripoff - They disconnected my cable after making a payment arrangment in writing. False promises!

On May 15th a cable tech came to my home as a representitive of charter communications. He told me he was there to get my boxes since I was behind on my cable bill and that he would not disconnect my cable if Ii would agree to make a payment arrangement with him. I did just that and he wrote that on the work order (that I still have a copy of) and took the boxes and went on his way.

I was to make the first payment on May 19th and before I could get out of bed there was another guy here cutting it off. I called charter and they informed me that he was not allowed to make arrangements like that and that I would just have to pay the bill in full to get it turned back on.

The problem is this, I didn't ask for a payment arrangement. He stated to me that this arrangement would keep my service from being interrupted. Not only were the several people I talked to at charters 800 number rude to me but when I finally did get a hold of a supervisor that agreed with my case, he called and the ladies that run the local office here were rude with him as well.

He stated that I had every right to make them back up what they said and that he didn't realize they could get by with that practice. My point is, if this guy didn't have the right to make the arrangement why was he here representing himself in the capacity to do so? Seems to me that charter is acting just as we in this area expect them to. They're not on the up and up.
