Never had service with them but we owe them a bill WHAT

In 2004 we tried to get charter cable at our house. When they came out to instal it we were told we couldn't because they didn't have service in our area yet. The line was too far away or something. No problem it happens right. So we went to DISH not our first choice but it works. Looking at my husbands credit report we discover they have billed him for a month of service, never sent a bill to dispute, then put it aginst his credit.

I have called numerous #'s been transfered plenty of times. They finally tell me there has never been service at that address... Duh. He doesnt owe them any bill that they can find thats why we didnt recieve a bill. I know this already. Heres the loop hole as I like to call it. They have sent it to a collection agency and I need to call them. OK did that. Collection agency said you need to go to local office. Which would be in Greenville SC and get a statement saying there is no balance due on this account. So I did they wouldnt help me. My husband had to get off work and go down there. After an hour of searching for the account we told them he didnt have... We were told they couldnt give us anything saying he had a zero balance if he never had an account. Any Ideas what to do in a loop hole situation.
