AT & T Monolopizing Phone lines, refusal to clear line for hookup of service

I orginally had telephone service and DSL Internet with AT & T Telephone Company. On December 4th I made the decision to switch my phone service to DPI Teleconnect LLC. I enrolled online using their website form. Since I am disabled I applied for their Lifeline Program because I have disabled children in the home and needed a phone. I was told by the DPI representative that I could keep my same phone number and that service would be activated within 7 days.

So, I thought nothing of it until about the middle of December when I get up one morning and I do not have a dial tone. I was upset so I called the company and they told me that I needed to fax the application along with my proof of identity and disability to their office and they would activate service within 24 hours. (No one told me in the beginnning that I even needed to fax any information to them, period!)

So, I complied with their request, and sent them the information they requested, one day turns into two and then two into three, and before you know it another week has passed, still no telephone service! So, I call DPI Teleconnect and they tell me that apparently my DSL service is still activated and that I need to contact AT &T and ask them to clear the line.

So I did this, the lady at AT &T was very rude and she told me that she was not about to clear my line until I paid some on my final bill. I told her "You cant do that, that is monopolizing the phone lines and I have disabled people in my home and we need this phone for medical pursposes".

So she finally said she would clear the line. But stated that it often took as long as 12 days for the lines to completley clear, so I called DPI Teleconnect back and told them what the lady said. They told me to call them back in 24 hours to see if the line was cleared, we did this for 3 days straight, and still the lines were not cleared. So finally, my husband had had enough and he called them and the first lady he talked to gave him the number he needed to clear the line, then she transferred him to someone in billing, who once again very firmly told him that they would not clear the DSL off our line until we made a payment on our final bill.

By this time I was highly agitated as you can imagine. Here is was the 2nd of January and I had paid in advance for Telephone Service on the 4th of December, and I had not gotten to use it. I was getting bounced back and forth from DPI to AT &T and neither one was very polite or hospitable with us. They were in fact down right rude. Especially AT &T.

They refused to let DPI install our telephone service simply because we owed them a bill, they were in a sense trying to blackmail us into paying before they would release our lines so that DPI could install service. Finally, on the 3rd of December service was installed by DPI Teleconnect, then I get up this morning and once again my telephone was dead!

So, I called DPI and they advised me to unhook my phone for 20 mins and then hook it back up and the line should clear. It didnt! They had to send a tech out to the house to fix the phone lines.By this time you can pretty much tell how very dissatisfied I am with their service.

It took them from the 4th of December to Jan 3rd to install my telephone service, and I was just a couple days short from notifying the FCC. I think that AT &T monopolizes those phone lines just because they own them, their little blackmail tactics didnt work with this family. Just wanted others out there to be aware of how these two companies are operating business.
