Paid for a new floor, contractor left state Ripoff Lemon Grove california

In September I hired a contractor to replace the floor in my mobile home, and he moved to a different state, without even beginning the job. He was paid in full in the amount of $2210.08. I have tried numerious times to contact the owner many times, with no prevail.
I contacted the BBB, and he was not registered, but has an unsatisfactory record with them.

His former employees (brother) are refusing any information, of coarse.

I understand he is now in Lemon Grove, CA... And i am still unable to resolve the issue with Mr Frayer.
I ended up paying for the materials out of my own pocket a 2nd time, and hiring a 2nd company to do the job, which cost me an additional $2300.00. I didnt even have enough left over from my savings to buy carpet to cover my floor. And to date... I still have no carpet.
