They promised a refund if they couldn't provide us with a residence and they did not honor this agreement and refused to refund our money even though they did not help us find housing

We went to Rent Cal in good faith hoping they would help us find housing in our price range. Not only did they mail us apartments out of our price range but they also included listings for 1 bedroom apartments when we requested listings for 2 bedrooms apartments and they were no help in finding us the place we live in now. They promised that after 90 days if they couldn't find us a place to live they would refund our money ($85.00).
Not only would they not refund our money but they played games with us when we call about the refund (their excuses were: sent to the wrong address even though I called them with our current address and made sure they had the right address or they said the check was worthless because of insufficient funds). One time they even hung up on me when I inquired about the status of the refund. I would like them brought to justice on this matter.
