Seller never shipped eBay item, dispute never resolved

I bought something off of eBay and used PayPal to pay for it. Unfortunately, the seller never sent it. I contacted the seller three times and never got the product I paid for.
The seller even admitted to not sending me the product and kept saying she would send it. It has been over 2 months, and I have not received the product I paid for.
PayPal claims they protect buyers up to $1000, so I filed a dispute, and they were supposed to investigate and come up with a resolution. They never did.
