Ripoff Converter Charges Port Huron

I recently moved 1 1/2 blocks from my old address. When I called to have my cable moved to the new location. I was told there would be a $20.00 transfer charge. I recieved my bill from the old address and was charged $315.00 for a one time chrage for converter charges. What is that anyway. I have made several attempts to contact this company. And still have not recieved a straight answer. I guess i have no further to choice to switch to a dish. And i am NOT paying this bill.
