Card charged three times for museum tickets, refund missing

After attempting to purchase museum tickets online with no success, I called the customer service number and was able to order the tickets over the telephone. Two days later I found out that my credit card had been charged not once, not twice, but three times for the tickets. The phone order was charged by museumtix.com, and the online orders were charged by Ticketmaster.
Ticketmaster has refunded one set of tickets and has said I am due the second refund. So far, no refund. I have made over 20 phone calls to try to resolve this issue but continue to get stonewalled.
