Missing merchandise parts - Storage shelving

Lowes, Brodie Store, Austin, TX. What's Lowe's policy about repackaging merchandise with missing parts. This has happened to me twice at this store. I waste three hours returning to the store plus more time not being able to complete the task. There is a store, in Lakeway, TX, which is closer but it always seems to be out of stock. I'm heading to Home Depot, right next to Lowe's. The prices may be a bit higher, but the quality is better and I stand a better chance of getting what I've paid for the first time.
