Stolen debit card money and a 45-day fraud investigation

Money was stolen from my debit card account. I thought a bank was supposed to keep your money safe. Anyway, they said I had to fill out a form and fax it in, and that it would take 45 days to investigate. 45 days later they say, "Oh no, 45 to start the investigation and another 45 to 60 to resolve." Meanwhile I'm still out my money. Plus every time I call, it is a half hour on the phone, and I have to tell my story twice...
