Citibank sucks - Debit Card

Money was stolen from my debit card account. I though a bank was supposed to keep your money safe. Anyway they said I had to fill out a form fax it in and that it would take 45 days to investigate. 45t days later they say "oh no 45 to start the investigation another 45 to 60 to resolve" meanwhile im still out my money. Plus every time I call is a half hour on the phone and I have to tell my story twice...
