Rip-Off Didnt complete job and didnt go with what City Permit stated, Job never completed or done correctly

Fence put up incorrectly, city came and told us, that it wasnt what the permit stated. He told us what to put on permit then didnt go buy it.

Started job with rod Iron Fencing which looked used. Then had to redo it.

Never came back or answered his phone calls changed his voice mail on phone, to sound unprofessional.

Finally reached him and he said he had family problems.

I told him he can either put fence up or give us our money back, he stated he was broke and he would come put it up, he never showed up or answers his calls.
