Funds Held Until October 10th and Unauthorized 7.71 Debit

PayPal is taking longer than usual in showing me, the customer, that the money is in my PayPal account. PayPal customer service told me on the phone that the money will not clear until October 10th, which is abnormal for a bank to hold on to my money. They keep denying that they are not using my money for their own personal use. They also made an unauthorized debit on my account for 7.71.
