UPS wrong house delivery

Why doesn't the delivery guy pay attention to the address he is delivering to? I ordered my 2 year old's halloween costume that was suppose to be delivered to our house today. I tracked the order, only to find that it had been delivered to the wrong street, and it was even signed for by the wrong person. Do they just let anyone sign for a package, even if the name on the package is for someone else? What I cannot understand is that in order to get to the street he left my package on, he had to drive past my street! This isn't the first time this has happened but it was Fedex who made the other wrong delivery. Thanks alot for making my little girl cry because now she thinks someone stole her costume!
