Outrageous Late Fees

Mt. Zion water company does not accept payments by phone or credit card transactions. You have to bring cash to the office, which is outside the city limits.
Mt. Zion has charged me intially a 30 dollar charge for paying one day late. They have added a 15 dollar charge every month to my bill for any day paid after the 5th of the month.
When I advised them I was a one car family with a mother in the home dying of brain cancer and couldn't get to the facility the day before the employee said sweetly "I'm so sorry but we don't even have a button on our computer to delete a late fee."
I have been a customer for almost 2 years and they just started this late fee business at the beginning of the summer.
I think it is wrong to charge a late fee that is equivalent to the amount of the bill.
