Refund - Customer Service

I placed an order with target. I was suppose to get 2 items and only got 1. I have been tring to get this corrected for over a month and can't get help. They leave you on hold for hours. I will never order from Target again. This experience has been the worst I have ever had with a co. I have also sent about 10 emails with no response.
