Charged $30 Fee to Use $100 Upgrade Credit

I upgraded my phone three months ago and this charge was not there. Verizon solicited another upgrade for my wife's phone on same account and offered a $100.00 upgrade credit. I received first bill and they charged $30.00 to use the $100.00 upgrade. Disgusting scam.
