Garbage not completely picked up & trash cans ($25) crushed repeatedly

I live in Joliet Illinois an unincorporated section on the West side. Our garbage pick up is through Waste Management and it's NOT free so here's my complaint, crushing our 25 dollar garbage cans is never appreciated and leaving our can (s) a third full is NOT exactly picking up the trash for the fee they never forget to charge us.
