Alteration of auto to pass inspection

I bought my 1998 Toyota Avalon on 1/29. When I took it for inspection for the emission control it didn't pass. At that time I couldn't afford to fix it so I couldn't drive it from November until 2/2 When I could afford to get it repaired. The shop that fixed it said that the dashboard looked like broken pottery that had been glued back together and not very well.
I have a note from Wade's Discount Mufflers stating what he found when he repaired it.
The car had 202,289 miles on it when I bought it. It now has 210,409
