Tablet Arrived With Broken Screen, Return Shipping Cost $137

I won a bid on a new 10.2 flytouch super pad and when I received it the screen was broken now they said I will have to pay for the shipping cost to return it back which is $ 137 dollars because the seller is in china and I will get back my refund only after the seller gets his broken item back. I think this is not fair because I paid for a new item and I'm receiving a non working item I hope you can help me out on this I feel impotent, thanks.
