Bad customer service tire shop

I am writing about COSTCO in East Hanover, NJ. When customers buy tires included is $15 per tire for lifetime rotation, balance and flat fixing. Whenever I bring my vehicle for rotation or balance, the tire technicians would tell me to buy new tires when it is visible that the tires are still good and would last for many more months. When I requested to just do the balance (because "I paid for it lifetime") they wouldn't do it. I bet that if any of those "tire technicians" own my vehicle, they would not spend another $400-$800 if they know they don't need it yet. One time, I bought 5 tires (including spare) and supposed to get a $60 rebate and never got the rebate. Employees at this New Jersey location are very hard to deal with. One time, I was at the Norfolk VA area and went there and it was totally different. They are courteous, they listen and "talk" to customers and respect customers.
