Unintentional Custome

I recently had a loan sold to GE Money Bank from Citi Financial. I have my loans set up by direct withdrawal from my bank. Since GE took over this account they have changed my payment amount and have failed to continue to regularly take my payment thus putting me into default. I have twice tried to contact GE and explain my issue and both times have had service people barely be able to speak English. Both times I have had to hang up in frustration. I have requested to speak with a manager and again both times refused.
