91/2 months waiting for modification

I have a box of documents I have faxed over these 91/2months. They switched paralegals working on my case. Chase mortgage kept calling my house for info and sending letters. I knew that Chase wasn't getting all the information they asked for. Clients are not suppose to be in contact with Chase let the migitation talk with Chase. So finally Chase closed the case they said I didn't give them the documents they needed. Papers I faxed got lost 2 times and 2 weeks later there e-mailing me asking where the documents are, I said I faxed them to you 2 weeks ago, but I'll send them again. I don't think they were complying with the contract they had with me. They are trying to turn the tables and say I didn't send them documents, I have all the proof I need printed out and dated. They said I breached the contract I wouldn't get my $2500.00 back. But I will seek legal action against them. It shouldn't take that long if your doing a loan modification. I needed to do this since my husband passed away in March so trying to get through this and my husbands death, its been severe mental anguish. Thank You
