Why is no one stopping these people

I was in a hurry leaving the grocery store (winco) when I was approached by a smooth talking scam artist, claiming to be selling magazines to go to film school. He talked me into buying a magazine to help him out, when I told him I had no money right now he told me a could post date a check and he would not be turning the order in untill the following week this was on a Thursday. I like an idiot believed him. That following Monday I sent my cancellation notice, just didnt feel right about the whole thing. I also called the # on the receipt only to be told my order had went thru and my cancellation was past the 3 days and there was nothing they could do. I ask them to please work with me on this because I ws lied to and misled, they would hear nothing of it just I didnt cancel in time & theres nothing they can do. Since then I have read complaints on same sales person he has been running this scam since 2009. Why isnt someone putting a stop to all this?
