Although I cancelled my transaction with this company, per their cancellation notice policies, and was still billed

I received a persistent individual at my door 2/9/10. I don't carry cash so I personally gave my cc info to the billing rep. Per the Notice of Cancellation taht accompanied my receipt, I had to postmark my cancellation (in writing) within 3 business days. I completed the cancellation notice form on the back of my receipt and Federal Expressed the notice, with a letter specifying my cancellation request, the following day (2/10/10). My package was received 2/11/10 (postmarked with three days of the initial transaction) and signed for by an A. Walters. My letter also indicated that I was cancelling within three day, per their enclosed cancellation notice and do no expect any fees to be billed to my credit card. I was billed anyway.
Since I followed the cancellation policy and my credit card was billed anyway, I am bit 'warm'. My intent is to contact my cc company/bank Monday regarding the billing to my cc. I am pondering filing a police report and will file a consumer complaint form with the Federal Trade Commission. A Mr. Kellam Belo is listed as the President/Director of Editor & Review, Inc. Steve Travis is listed as the VP.
Since, I 'cancelled', per Editor & Chief Review's cancellation notice, I am researching wire and internet fraud topics. Title 18 U.S.C. Section 1343 defines wire fraud.in my instance I think the intent to commit fraud is present.
