Race discrimination

I am a employee of DG21 Company happened to have contract with US Navy Base in Diego Garcia. We as workers here at the remote island, we only depend on letters, mail and package from our love ones back home. But this benefit is not given to us by company (or US Government, im not sure). What I know is only US Citizens are allowed to send/receive package here. If you are not a US citizen, then sorry. Your package/mail/letters will be send back to sender without you knowing that your package already arrived on island but did'nt reach you because someone who is authorized is sending it back to USPS and advise to send it back to sender. Any help is much appreciated. Thanks.
