Paypal credit card misrepresentation - non member credit cards denied

Although Paypal is a widly accepted means of transferring funds and will probably continue to do so for some time. I have a concerns with Paypals operations that I wish to communicate to other merchants. Paypal claims it will process credit cards from non members, we have had repeated failures accepting credit cards from non PayPal members. It is frustrating to our customers and the hours wasted trying to communicate with Paypal supervisors by phone only to get nowhere. The only suggestion from the supervisors I spoke to was to have the client register as a paypal member, transfer the funds into their paypal account, and ultimately to our account. This is not how Paypal presents themselves. I will no longer use try to use Paypal to debit clients credit cards because it wont work. I may be the exception and not the norm but i will bet there are quite a few other merchants frustrated with Paypals claims to process non member credit cards.
