PayPal allows minors to use parents' credit cards

An 11-year-old created a PayPal account and attached his parents' credit card to said account, and proceeded to send a $20.00 USD "donation" to an individual (a donation, really?). After realizing what transpired, he was punished, the PayPal account password was changed, and PayPal was contacted to reverse the charge and cancel the account. PayPal responded stating insufficient evidence, so they are not going to issue a refund or cancel the PayPal account—created by an 11-year-old!

PayPal has held the funds in a purgatory, but they won't refund that fraudulently sent money.
