11-year-old used parents' card, sent $20, refund refused

An 11-year-old created a PayPal account, attached his parents' credit card to said account, and proceeded to send a $20.00 USD "donation" to an individual (a donation, really?). After realizing what had transpired, he was punished, the PayPal account password was changed, and PayPal was contacted to reverse the charge and cancel the account. PayPal responded stating insufficient evidence, so they are not going to issue a refund or cancel the PayPal account - created by an 11-year-old!

PayPal has held the funds in purgatory, but they will not refund that fraudulently sent money.
