Discriminates, harasses SSI stay at home mom teaching preemie son to sit up & walk w/help of PT, heckles us 24/7 w/gossiping tenants

I am a 41 y/o single mom on SSI with my 16 y/o daughter and 13 m/o son at home with me. My disability keeps me from working at the present time but am working hard in therapy to be able to return to college and work soon. Mrs. Joyer (landlord/owner) knew before presenting me with the lease that I am on SSI yet allowed me to sign it BEFORE informing me I would be paying my neighbor's electric bill since the thermostat is in my unit.

She has refused to install a peephole in our door, resulting in a BRUTAL rape by a stranger (a cab driver) in April, causing me to have to withdraw from college, losing my financial aid (stafford loans) which helped me afford living here. She is aware I cannot work now and paying $560/mo rent with balance going to utilities, we barely scrape by.

Mrs. Joyer makes JOKES about this out loud to gossipy tenants just like her. She is aware I have to attend Pain Management Clinic due to painful injuries to back and hip from rape yet still refuses to install peephole and even continues to make cruel remarks out loud about me and my children to her gossiping tenants all hours of day and night while seemingly staying intoxicated - seems to be somewhat of a hobby for her to fill her time and entertain her simple mind.

I have tried everything possible to make her stop until I can afford to move but nothing works! I have written her a letter, pleading for her to stop, because she refuses to communicate with me and screams into my face, "TALK TO MY LAWYER"! - I have emailed her lawyer but now he has changed his email address so I can't even communicate with him in an attempt to stop the nonsense. I have been to a "free" local legal service who was of no help and only advised me to call them if and when I receive an eviction notice - which shouldn't happen as I always pay my rent on time.

The harassment only escalated after I was forced to contact CODES Inspections to get my bathroom window fixed after Mrs. Joyer had her maintenance man DRILL my window shut from the outside rather than fixing it so it would shut properly. Apparently, her and her husband, Roy, received a written complaint from CODES forcing them to remove the obvious fire hazard by fixing my window. I originally complained weeks before anything was done due to the fact that my baby and I were being eatten alive by mosquitoes entering through the window cracks.

Mrs. Joyer let it be known outside that she thought this was humorous, as she has shared virtually everything she knows about us to any tenant or visitor who will listen - and loudly broadcasts it outside so that I will be sure to hear and become aware of her passive-aggressive behavior. She knew I was frightened by mice as a result of my abuse as a child so layed a freshly killed mouse next to the chair I sit in outside my door. We also caught her laying maggot-infested grapefruits which had fallen from the tree in front of our unit, sitting them next to the sidewalk just where our feet would rest - she did this on a day she watched us all leaving with my mother, carrying several bags of laundry - obviously aware we would be gone for some time.

I and my teen daughter are seeing a Psychiatrist who is treating us for anxiety attacks and depression as a result of vicious verbal attacks by her and her empty-headed tenants who also engage in daily gossiping with her. We are also being treated by a therapist who comes to our home as we have no transportation, who also has witnessed our landlord's unethical, unprofessional conduct against us.

I thought it was illegal for a landlord to harass a tenant based on the fact that she just doesn't like us? We are not from Florida and have NEVER lived in a state filled with so many rude, disrespectful landlords, apparently hungry to take advantage of those less fortunate.

It seems everything that is broken or goes wrong here is immediately blamed on me, as Mrs. Joyer seems
overly obsessed with finding some way to run us off. I phoned her lawyer, suggesting to his assistant that they find some way to monitor the area after I was wrongly accused of breaking a CEMENT birdbath into pieces! So now she has installed video monitors on top of the buildings and seems frustrated that she cannot catch me doing anything wrong - it is SO ridiculous!!! Some days I feel like a prisoner in my own home as I do not always feel strong enough, emotionally, to handle the harassment when I step outside. But I really have had enough and intend to do all I legally can to put an end to this nonsense.

She has screamed at me so many times while my baby has been in my arms that he is terrified of her. Apparently her attorney advised her to stop this behavior as it is not legal so now she has found more underhanded ways to "needle" me and my daughter. Hatred seems to consume her and I really do pity her as I certainly would never want to live this way - she has to be miserable.

I have contacted the police who only strongly urge me to move, which I intend to do once I can come up with enough money to leave this hell hole. No one is more anxious to move than me and my daughter. Her behavior toward us has been so bizarre it is as if we have stepped into the Twilight Zone! My mind cannot comprehend how any human being could receive so much satisfaction by tormenting another family? I just cannot understand.

Mrs. Joyer also invites her daughter over to join in her gossiping sessions outside. This woman is so obsessed, she literally will sit and hide behind her greenery on her porch just to spy on me and my family! I don't have any friends here as my focus has always been only on my children. But I do have the support of a very good therapist who has witnessed Mrs. Joyer's odd and vicious behavior and feels it is all about "power and control" - perhaps she has none in her own life so she seeks to gain some over her tenants' lives? I'll never understand. I have never felt another person's business is my own and was brought up to beleive that you are respectful of others and mind your own business. Apparently, Mrs. Joyer was never taught any manners.

I'm sure her rude behavior will continue until the day we leave here as it is impossible to stop someone so bent on trying to upset another person like she does. I'm trying to pull all the positives out of this experience that I can, the first - being grateful that I DO have a life and am nothing like her or her gossiping, lieing frinds and family.

She knows I cannot afford an attorney to fight back but I am a firm beleiver that you get back what you give - and that someday, somehow - she will be treated equally as cruel as she has chosen to treat me and my little family.

In the meantime, I am determined to keep my focus and energy on my children and my future - my 16 y/o daughter Mrs. Joyers trashes out loud to everyone is about to begin attending college classes with her mom this September and has recently found part-time work to help me out a little. She and her baby brother are very precious and do not deserve this type of abusive treatment. Mrs. Joyer should be ashamed of herself, as well as the members of her gossip group who join her each day in trying to destroy a family God will never let them touch! We are a very spiritual family and I firmly believe God will open a door for us to move out of this cult-like community. I wouldn't wish this type of living environment upon anyone.

Oh and Mr. Ringelspaugh - if you're reading this - I would suggest in the future that you do a bit more research before accepting a psychotic client such as Mrs. Joyer, one which you obviously cannot control. That is your job, is it not?
