Chase not willing to work with people on Settlements and not working

I was laid off back in July 07. I made payments for as long as I could but in October 07 I could not make payments anymore. I finally found a job and I worked for about 3 weeks and then I called up Chase about one of my credit cards. I have two and I started making payments on one but not the other one. Back in May 08 I called up Chase and I made a settlement agreement with them on one of my cards. The gentleman I talked to was really nice and understood my situation. After working out what I thought was a good settlement I gave them all my information and that was it. Well, not a month later I lost my job. On June 1 I called up chase and talked to a lady there to let them know that I was not going to be able to have the money in the account. I forgot when I made the arrangements the dates I would actually get paid. Anyways, I asked that my payment be moved to June 17. They gave me a little bit of grief but they were happy to move the payment when I explained the situation. Well not a week later, I got laid off again. I called Chase up and I told the gentleman on the phone that I needed to cancel my settlement with Chase because I lost my job. He told me that he would cancel it and that he would make sure the payment that was going to be taken out on the 15th would not go through. On July 2 I knew there was suppose to be a payment to Chase but I also knew that I canceled it or so I thought. I ended up calling Chase on July 2 and I found out that the settlement was not canceled. I explained the situation to the lady on the phone and she transferred me to the payment department. I talked to a gentleman that and explained the situation to him and he told me that I would authorize a refund to my bank account and it would take 2-3 days. I then asked him if they canceled my settlement and he said no that I would need to talk to them again but that he could not transfer me. I told him that was fine I would call back later. I waited from July 2 until July 7 and I did not get a refund. I called on July 7 and after getting the run around from the first person I talked to, I was transferred to a very rude lady in the payment department. She immediately told me that my refund was denied because I did not cancel my settlement. Lets just say was get into a heated battle and she put me on hold for 10 minutes so I ended up hanging up. Not only does Chase not cancel settlement but they will lie to you so that they can keep your money. The bad thing about the whole thing is not only did they fight me on this battle so far they also overdrawn my account and it cost me more then money that I did not have in the first place.
