Abusive contractor

When I contracted this company to have a new roof put in our house, Mr. Dirksen requested payment of $1,800 on delivery of material, and I did so. A couple of days later he said that that the material cost had increased by $150. OoI paid him the total amount of $2,950. Oo and up to this writing (May 29), Mr. Dirksen has not completed this job, and once in a while he calls me to tell me that he will finish it soon. How can I force him to fulfill this contract?
