Padding the bill!

I had service connected at my home on 12/01, I was charged a $15.00 Connection charge on 12/18 my bill was $350.00. I figured it was my secority deposit plus my bill. When Jan. Bill came in it was a whopping $900.00 but I forgot about the bill due to other situations that had arise. I remembered around the middle of Jan. That I had not given any money to Dominion; I then gave them $100.00, forgetting about the $550.00 bill that came in in Jan. Feb. Bill came in and the total amount due was $1,300.00. Now I'm saying "what happened". I called about the $1,300 bill and was told that the only thing I could do to avoid disconnect is set up a payment plan and of course I did. I have a family and my children need heat and hot water as well as lights. As I was thinking about this bill and trying to figure out how it got so high a month I realized I never saw a meter in the front of my house. I double checked and my meter is in the back of my house; I figured alright that explains the high monthly bills they must be estimating the bill. I called Dominion and was told that the meter readers have hand held units and don't need to be at or by your meter in order to get a reading. I had a problem with this... How do I know the hand held unit is not picking up my neighbors readings? I'm at my wits end I've never had an electric bill over $280 evernow my bill is just about doubled that amount. I read the back of my bill today for the first time ever and I find that the non fuel and fuel charges that are listed on the bill are basically the same and we are being charged for it twice;all they did was double talk through the definition. What can I do to really truly see if this is an acurate bill? I've already entered in to a contract that I will attempt to uphold but I need an advocate. I've never had this problem before and I don't know what to do; the agreement states that I'm to make a down payment and then I'll have a monthly balance on the past due while also paying my currents month bill. If the current months bill is coming in $500. And the payment arrangement is $200 a month that's $600. Toal a month... That's rent. Please help me.
