Overcharged/wont disconnect my service

Getting tired of typing same info should have saved a copy but reported them to bbb and will with the tv station as well. Short version for 6months they overcharged me for my service. My apt is 600 sq feet one bed and i keep the ac/heat on 77 degrees. No reason for 300 dollar bills in jan and feb. I ran heat in jan and bill was almost 300 so feb i NEVER ran the heat and froze only to get my next bill for almost the exact same amt. I called them to complain. There did not care to listen, help, or fix the problem. No one would come out to check the meter. I called a few more times in the upcoming months because my bills continued to be almost 200 dollars monthly even without running the ac or heat. I worked more than full time and attended school full time and was hardly there. I was expecting bills of 40 dollars.By the end of june i moved out of my apt and scheduled the power to be cut off. It is now a month later and they just sent me a note and bill. They never cut off my service. No one bothered to call me when they have my phone number. I got charged another 160.00 for a month i was never even there. Nothing was on or being used.!!! They wont work with me. I dont live in richmond anymore. My rental company river city is a rip off as well and i know they wont help. Dominion says the basement is locked and they cant get in to cut off the power. But then how do they do the meter readings every month. (they swore to me that they do actual readings) interesting. Dont know what type of scam they having going on. But i wont give up til this gets resolved. Its just very annoying cause i am very busy and dont have time for added stress. Dominion says they will continue to bill me until they get into the basement!!!
