Unbelievably BAD DSL 2 Years - DSL

It's hard to believe, but we've had BAD DSL service with Windstream for the past 2 years and before they were bought out by Alltel (our area) it was bad then. I've logged my calls to their Helpdesk which total over 100. I work in an IT department at a major corporation and have been responsible for Telecom. This problem is due to bad equipement at the Central Office, too many users added on top of the bad equipment, and cable pairs/pedestals that have not been replaced since I've lived here 24 years at least. The major complaint is slow (or non-existent) internet access. Running speedtests average about 48K (slower than dialup.) The major problem is packet loss - which means if you are trying to download a file (say software updates, Tax Forms from the IRS, etc.), you will be logged off and have to start all over again because of timeout issues caused by the packet loss.
The best thing we can do is contact the State Public Utility Commission. When you pay for service (i.E., DSL which only has a legal committment to reach speeds up to 1.5M, but only has a minimum requirement of 938k) they are requiring payment for service you are not getting.
Every person in our rural area service by the same central office is having the same problem. Enough complaints to the PUC should help (I hope.)
We have no choice for broadband due to the geographical location (cable not available, no line of sight, and satellite won't work with a VPN due to assigning private IP address and latency - we tried it.)
