Daily collection calls after loan modification was rejected

Our loan was sold to CitiMortgage, Inc. We have had the loan for 9 years with no late payments. 3 years: I lost my job. My spouse had to go on unemployment due to lack of work as a Welder. We applied for a program for help and were referred to the Homeownership Support Team for a loan modification to reduce the monthly payment.

From Aug. 2012 to Feb. 2013, we turned in papers and letters saying that the residence may be considered for foreclosure, even though we had filled out papers beforehand saying that we do not want foreclosure, that we live in the residence, and that it is the only residence we own.

But there was no response until we received a rejection letter from the underwriter in Feb. 2013. We wasted all that time and were never told that we would not qualify under their requirements. We were one month late, and now there are harassing phone calls every day from the collections department, asking when the payment will be made and asking for name and phone number information they already have, plus a letter stating "late payments, missed payments or other defaults on your account may be reflected in your credit report."
