Harrasing phone calls by collection department

Our loan was sold to CitiMortgage, Inc. We have had loan for 9 years, no late payments. 3 years lost my job. Spouse had to go on unemployment due to lack of work as a Welder. We applied for program for help, and was referred to Homeownership Support Team, for modification loan, reduce monthly payment. Aug. 2012 - Feb. 2013 we turned in papers, letters that residence may be considered foreclosure, even though we fill out papers prior that we do not want foreclosure, live in residence, it is our only residence we own. But no response, until we received rejected letter Feb. 2013 from underwriter. We wasted all that time and was never told that we would not qualify under their requirements. One month late, everyday harassing phone calls from collections dept, asking when payment would be made, Name, phone # information they already have and letter stating " late payments, missed payments or other defaults on your account may be reflected in your credit report."
