Earned Miles Refused After Paying Off Payment Plan Balance

I accumulated miles in their award mile program. I had difficulty paying my bill. They gave me a payment plan and assured me they would give me my miles when my balance was paid. I paid every cent I owed but they refused to give me my miles which I earned. I was a card holder since 1978.
