Eight Epson ink cartridges marked delivered but never received

I purchased 8 Epson 69 Ink Cartridges Workforce 30 40 310 500 600 from ebay account member: pc_station9. I paid through PayPal, and the order was to be send on Nov-19-12. After days of waiting I check the tracking information and USPS said that they have delivered it. I have yet to receive anything.
