Unauthorized charge to my Paypal Account

On October 12, my Paypal Account was charge $34.95 by a company called USA REFERRAL / USA Legal Resources that I did not authorize. I called them on October 13 and was told that my money would be returned in three days. On October 20, I called again and was told the peyment was pending and to give it one more day to hit my account.By October 22 I called again and was informed that they would not be returning my money. They fraudulently took this money and after agreeing to return the funds have now reversed their position. I want them to return my money as I did not use their service and did not authorized them to charge me this fee.
