Blatantly violates National Do Not Call List. Hangs up when you ask who they are

Called me yesterday not once but twice within 30 minutes. When I pushed 9 to speak to an agent to lower my credit rates, I ask who they were with, like any responsible adult would, I prefer to know who I am dealing with, they hung up. I called my phone company and they kindly put a privacy block on my phone line. I have been on the National Do Not Call list since it started. I mention this to Rate Reduction Center and they hung up the second time.

Where are these people located? Why hasn't the law stepped in and stopped them? Caller ID shows only "Out Of Area" Well I won't have to deal with them anymore. Just ticked about the upteenth call from them.
