Bills for One service and Provides Another Then Refuses To Correct Issue To Satisfaction

For roughly 7 months I have been paying for 12MB internet service through Windstream. They have openly admitted that the failure of equipment has caused them to not be able to produce speeds anywhere near the speed I am paying for. They continue to send me bills. I pay $148 for service and it has been out 7 months... That is over $1,000. They gave me a credit of $280. Sales says they can't help, customer service can't help, technical support can't help and billing says they have done all they can do. Isn't it illegal to sell you one thing and provide another? IT is still broken and they are still billing me. Buyer beware.
